The Cabinet of Ministers of Ukraine has instructed the Ministry of Health and the State Consumer Service to implement price monitoring for medicinal products. This was announced by Prime Minister Yulia Svyrydenko, emphasizing the need to make medicines accessible to all Ukrainians, especially during the cold weather caused by attacks on energy infrastructure and severe frosts.

According to the announced initiatives, the Ministry of Health, together with the State Drug Service, will create a list of medications for which there will be ongoing price control in pharmacies. In the event of unjustified markups being detected, the Cabinet of Ministers plans to impose penalties on businesses that violate the established rules.
“Medicines must be accessible to everyone, especially in conditions of cold in homes due to attacks on the energy system and severe frosts,” she stated.
Regular Reporting and Initiatives to Reduce Prices
According to Yulia Svyrydenko, the Cabinet of Ministers will receive weekly reports on the pricing situation in the pharmaceutical market. She specifically noted that this will allow for prompt responses to potential abuses.
In February 2025, Prime Minister Denys Shmyhal announced the intention of Ukrainian manufacturers to reduce the wholesale prices of the 100 most popular medications by 30% starting from March 1. Later, the Ministry of Health confirmed that domestic pharmaceutical companies have already submitted proposals regarding the list of medicines for which they are ready to lower prices in the near future.
Ombudsman Dmytro Lubinets assessed the government resolution on lowering prices for medicinal products as a “logical step,” but emphasized the potential risks for some pharmacies, especially in small towns.
