New auto insurance rules are being introduced in Ukraine that pertain to veterans and individuals with disabilities resulting from the war. From now on, they will be reimbursed for expenses related to mandatory civil liability insurance (OCTPL). Until June 30, 2025, these individuals will not need to purchase a policy at all, and from 2025, 100% compensation is expected to be provided.

These changes have been approved by draft law No. 12295-d, which was supported by 285 deputies in the second reading on April 17. The draft law now needs to be signed by the Speaker of Parliament and the President of Ukraine.
Advantages of the New Rules for Veterans
Veterans who risked their lives for the state will be able to reduce their vehicle maintenance costs or even avoid such expenses for a certain period. According to the new regulations, it is proposed:
- a 50% reduction in the insurance premium for individuals with disabilities resulting from the war, on a permanent basis for vehicles with an engine capacity of up to 2500 cm3 or an electric motor power of up to 100 kW;
- reimbursement of expenses from the State Budget during the period of martial law and for one year after its conclusion, starting from January 1, 2025;
- the possibility of not concluding OCTPL until June 30, 2025, while in the event of an accident, compensation for damages will be provided through the centralized fund for the protection of victims of the MTSBU.
Conditions for Receiving Compensation
Combatants and individuals with disabilities may be eligible for compensation, provided certain conditions are met:
- the vehicle must be owned by the individual entitled to the benefit;
- the vehicle cannot be used for commercial transportation;
- compensation applies only to one vehicle;
- the vehicle must be used exclusively by the beneficiary or another person with the same status;
- violating the conditions, such as transferring control to other individuals or providing false information, leads to the loss of the right to compensation in the future.
The law also grants the Cabinet of Ministers the authority to establish the procedure and amount of compensation for other categories of individuals entitled to a 50% discount. It also provides for the compensation of damages from accidents involving individuals without an OCTPL contract through the centralized insurance reserve fund of the MTSBU until June 30, 2025.
