In 2025, the cargo turnover of Ukraine’s seaports decreased by 15.9% compared to the previous year, reaching 81.7 million tons. This was reported by the Deputy Prime Minister for the Restoration of Ukraine – Minister of Community and Territorial Development Oleksii Kuleba.

Agricultural Products and Container Transportation
The cargo turnover was primarily composed of agricultural products, which amounted to 44.2 million tons. This is a 26.3% decrease compared to 2024. At the same time, container transportation saw a significant increase — in 2025, 215,748 TEUs were processed compared to 129,902 TEUs the year before.
According to Kuleba, the seaports fulfilled over 95% of the transshipment plan, which amounts to 82.2 million tons of cargo. Ukrainian products were exported to 55 countries worldwide in 2025.
“These results are evidence that the port industry remains a pillar of the economy even amid constant military threats,” emphasized Kuleba.
Damage from Attacks and the Situation at the Danube Ports
At the end of December 2025, Kuleba noted that the total volume of cargo that passed through Ukraine’s water logistics throughout the year decreased to 76.1 million tons. Over 8.2 million tons of cargo were transshipped through the Danube ports of Izmail, Reni, and Ust-Dunaisk, while in 2024 this figure was 17.3 million tons.
Deputy Minister of Community and Territorial Development Andrii Kashuba stated in an interview with Forbes Ukraine that Russia damaged 20 commercial vessels from October to December 2025, which is 2.5 times more than in the same period the previous year. During the same three months, 35 attacks on port infrastructure were recorded, which is double the figure for 2024.
