The average income used for calculating pensions in Ukraine exceeded the mark of 21,190 hryvnias in September 2025. This is a new high following the August figure of 19,813.71 hryvnias. Since the beginning of the year, the average salary for pension calculations has increased by nearly 2,530 hryvnias.

Dynamics of Average Salary for Pensions
The average salary (income) figure, from which insurance contributions have been paid and which is taken into account for determining the pension amount, was officially approved on October 27, 2025. For September, it stands at 21,190 hryvnias and 31 kopecks. In comparison, the highest level of average salary this year was recorded in June – 22,336.81 hryvnias.
“On October 27, 2025, the average salary (income) figure in Ukraine, from which insurance contributions have been paid, and which is considered for pension calculation according to the Law of Ukraine ‘On Mandatory State Pension Insurance’, for September 2025 was approved. It amounts to 21,190 hryvnias and 31 kopecks,” the message from the Pension Fund of Ukraine states.
Pension Payment Levels and Number of Pensioners
According to the Pension Fund, the average pension in Ukraine has increased by 10% over the year, amounting to 584.9 hryvnias. As of October 1, 2025, the average pension amount is 6,436.8 hryvnias. At the same time, there are 10.2 million pensioners in the country, of whom more than a third, specifically 35.3%, receive less than four thousand hryvnias each month.
