The average salary in Ukraine in the first quarter of 2025 was 23,460 hryvnias, which is 24.1% higher than the figure for the same period in 2024. This data was released by the State Statistics Service.

Segments with the Highest Wage Growth
Significant increases in salaries were observed in the fields of top management, senior leadership, insurance, as well as in agriculture and agribusiness. Income grew particularly dynamically in the following types of economic activities:
- “Agriculture, Forestry, and Fishing” — by 42.7%
- “Construction” — by 35.3%
- “Information and Telecommunications” — by 32.6%
“The increase in salaries since the second half of May 2025 is likely due to a shortage of personnel and increased workload on workers, along with intense competition for specialists.”
Trends and Key Influencing Factors
Despite changes in dynamics, the top three sectors by salary level have remained unchanged from 2024 to 2025. The highest salaries are recorded in the fields of “Information and Telecommunications,” “Financial and Insurance Activities,” as well as “Professional, Scientific, and Technical Activities.”
Among the key stimulating factors, experts cite the growth of economic activity, a significant number of working-age individuals who are abroad or mobilized into the Armed Forces of Ukraine. This leads to a shortage of personnel and structural imbalances in the labor market.
At the same time, high production costs, ongoing infrastructure destruction, energy supply issues, and expensive logistics negatively impact wage levels.
