Zelensky Explained Why Ukraine Lacks Fuel Reserves

President Volodymyr Zelensky explained the situation regarding the lack of diesel fuel reserves in Ukraine. According to him, at the beginning of the full-scale invasion, Russia actively targeted fuel storage facilities, which led to the depletion of reserves. Currently, all strategic fuel reserves for Ukraine are maintained in the form of long-term supply contracts established by both state and private companies.

Why Ukraine Keeps Reserves in Contracts

Zelensky emphasized that due to the constant threat of missile strikes from Russia, the physical storage of fuel poses a high risk. This is why the main volume of petroleum products for Ukraine is secured through contracts that provide for regular deliveries. This allows for a quick response to potential disruptions, although during periods of shortage, this system may slow down.

“The reserves (of fuel – ed.) we had were basically empty. We keep them empty because strikes have been made since the beginning of the war, and, in principle, all our companies, the private sector or Ukrnafta, have long-term contracts. So our reserves are in contracts. But when there are challenges, there is a shortage, this can work, but it can also slow down. Therefore, long-term agreements with energy-producing countries are needed, I would say. This is exactly what we are negotiating,” Zelensky said.

Results of Negotiations in the Middle East

During his working visit to Qatar, Zelensky highlighted that the main goal of his meetings with representatives of Middle Eastern countries is to establish new long-term agreements in the energy sector. In particular, he noted that agreements have already been reached for the supply of diesel fuel for at least one year ahead. The President emphasized that such strategic decisions allow Ukraine to navigate periods of potential shortages in the fuel market more stably.
