Why Foreign Investors Avoid the Ukrainian Market Even with Support

Governments around the world are actively implementing support programs for businesses investing in the reconstruction of Ukraine. At the same time, a significant number of entrepreneurs are still hesitant to enter the Ukrainian market, despite attractive financing conditions and guarantees.

According to Yevhen Kirichenko, founder of the international employment agency Gremi Personal, foreign countries are already creating institutional mechanisms to encourage companies to participate in the reconstruction of Ukraine. In particular:

  • Poland has introduced a special credit program for enterprises willing to implement projects in Ukraine. The volume of preferential lending exceeds $67 million, with priority sectors identified as logistics, construction, and the supply of goods and services.
  • France, through the insurance agency Bpifrance Assurance Export, provides coverage of up to 95% of political and commercial risks for French companies entering the Ukrainian market even before the war ends. Special funds amounting to hundreds of millions of euros have also been created for investments aimed at developing critical infrastructure, healthcare, energy, and water supply.
  • Germany is working on similar support tools through KfW and the Euler Hermes agency, implementing credit guarantee and investment insurance programs for companies planning to operate in Ukraine.
  • Italy, with the help of the export credit agency SACE, has created mechanisms to support investments and reconstruction projects involving Italian companies, with a total amount of available limits of €1.5 billion.
  • Japan has also announced the allocation of up to $100 million for the reconstruction of Ukraine through the Japan Bank for International Cooperation (JBIC) in collaboration with the private sector.

Labor Shortage – The Main Barrier for Investors

Despite intensive financial support, foreign investors are cautious about entering the Ukrainian market. The main reason is the acute labor shortage in the country, which is not compensated for even with government guarantees.

“The situation with the workforce is so dire that some large investors are unwilling to enter Ukraine even with state support. They simply do not know where to find labor for new enterprises in this case,” notes Kirichenko.

Experts believe that a solution may lie in legal and professional personnel outsourcing. This approach could help quickly overcome the labor shortage in key sectors, reduce risks for foreign investors, and ensure the stable implementation of reconstruction projects in Ukraine.
