What pension amount will Ukrainians with an average salary receive in 2025

In Ukraine, citizens with 35 years of work experience and an average salary can expect a pension that will be lower than the average payout in the country. According to the Pension Fund, as of May 2025, the average salary is 20,300 UAH. At this income level and with full experience, the future pension will amount to 5,269.9 UAH, which is less than the average pension in Ukraine – 6,410.1 UAH.

What salaries are needed for a higher pension

To secure a pension of 10,000 UAH, one must officially earn a salary of 38,300 UAH. The increase in the desired pension amount directly affects the level of official salary. Specifically:

  • pension of 11,000 UAH – salary from 42,200 UAH;
  • pension of 12,000 UAH – salary from 46,000 UAH;
  • pension of 13,000 UAH – salary from 49,900 UAH;
  • pension of 14,000 UAH – salary from 53,790 UAH;
  • pension of 15,000 UAH – salary from 57,650 UAH.

Ukrainians earning the minimum wage can only claim the minimum pension of 2,361 UAH.

Parameters for calculating pension payments

The pension amount in Ukraine is calculated based on three main indicators: insurance experience, individual salary level, and the average salary in the country. The formula takes into account the ratio of individual salary to the average, which is multiplied by the number of years of experience and by 1%, and then the resulting value is multiplied by the average salary for the last three years.

At the same time, the majority of pensioners receive payments that are significantly lower than the average amount. According to statistics, 3,623,145 individuals (35.3% of the total number of pensioners) receive a pension of up to 4,000 UAH, while 5,724,553 individuals (55.8%) receive up to 5,000 UAH.
