The Verkhovna Rada has adopted bill No. 14320, which provides for changes in the activities of Territorial Centers for Recruitment and Social Support (TCC), affecting residents of villages, settlements, and small towns.

What Changes in the Work of TCC at the Local Level
The bill does not concern the establishment of new TCCs in every populated area. It is a response to the administrative-territorial reform of 2020, which consolidated districts in Ukraine. After the reform, TCCs that operated in the old district centers became subordinate to larger district centers as separate departments. Formally, these departments continued to operate locally, but legally lost their independence.
Currently, there are 344 separate TCC departments functioning in Ukraine. They keep records, accept citizens, but their leaders do not have the full range of powers. For example, they cannot independently issue certain certificates, make decisions regarding conscription, or consider administrative violations. For this, documents must be sent to the district TCC, which is often located tens of kilometers away.

Benefits for Citizens and the Essence of the Innovations
The key goal of the bill is to grant these units the status of legally independent structures, effectively transforming them into full-fledged local TCCs. In the law, they are conditionally referred to as “village TCCs,” although the changes also apply to small towns. The main idea is to simplify procedures: local units will gain the right to make decisions independently, issue necessary documents, and operate without constant approval from the district center.
For those liable for military service, these changes do not mean an automatic increase in mobilization or the establishment of new TCCs in every populated area. On the contrary, it is expected that interaction with TCCs will become more convenient and faster, as more issues will be resolved locally, without the need for trips to remote areas.
