99% of Ukraine’s communities transitioned to a digital urban planning cadastre by March 2026

As of March 2026, the urban planning cadastre system in Ukraine covers almost the entire territory of the country: 99% of territorial communities in government-controlled areas are connected to the digital platform. This marks the completion of a large-scale transition from paper archives to a modern centralized digital system that accumulates all data regarding local planning and development.

Digital Transformation in Communities

Local authorities are actively integrating into the urban planning cadastre. The vast majority of communities are already working with electronic cabinets, allowing them to efficiently carry out daily tasks in the field of urban planning. In several regions, connectivity to the system has reached full coverage, indicating a rapid adaptation of regions to innovative approaches. The implementation of the digital platform promotes transparency in decision-making processes, makes them public and accountable, and eliminates the risks of closed procedures.

A Unified Digital Ecosystem for Urban Planning

The urban planning cadastre unites not only representatives of local authorities but also market professionals—designers and expert institutions. This creates a continuous digital chain—from the development of documentation to its approval and endorsement. Each stage of the urban planning process is recorded in the system, minimizing the impact of the human factor and complicating the possibility of abuses.

“The cadastre unites not only officials but also the professional market—designers and expert organizations. This creates a continuous digital process: from the development of documentation to its approval and endorsement. Each stage is recorded in the system, minimizing the human factor and significantly complicating any abuses.”

Scale and Prospects for System Content

Currently, the digital platform contains thousands of sets of active urban planning documentation, as well as a large number of new projects being developed directly in the digital environment. Some of them have already been completed and approved through the system, demonstrating its full operational capability. The regions with high construction rates show the greatest activity in populating the database.

The introduction of the urban planning cadastre is seen as a key step for the future reconstruction of the country. Centralized access to structured data allows for prompt decision-making, planning of territorial development, and creating transparent conditions for investors. Ultimately, the digital system aims to transform urban planning—from a bureaucratic process to an open, understandable, and effective tool for economic growth.

It is worth noting that the Ministry of Digital Transformation of Ukraine has initiated a nationwide screening of all public services. Its goal is to identify and eliminate unnecessary certificates, duplications, and outdated procedures, which will contribute to the further development of electronic governance in Ukraine.
