The Cabinet of Ministers of Ukraine has submitted a bill to parliament that regulates compensation for property owners whose real estate has been damaged or destroyed as a result of military aggression by the Russian Federation. The document pertains to properties whose ownership is not registered in the State Register of Property Rights to Real Estate.

Features of the Bill and List of Properties
The bill proposes amendments to Article 2 of the Law of Ukraine “On the Privatization of the State Housing Fund.” From now on, new categories of housing have been added to the list of properties that are not subject to privatization. In particular, this includes apartments, houses, and living quarters in dormitories that are in a state of emergency, where living conditions are dangerous, as well as housing located in areas of mandatory (unconditional) resettlement due to contamination following the Chernobyl Nuclear Power Plant disaster.
At the same time, properties that have been damaged or destroyed as a result of hostilities, terrorist acts, or sabotage caused by the armed aggression of the Russian Federation against Ukraine will be excluded from this list, provided there is a corresponding report or act on the assessment of the destruction.
Who is Eligible for Compensation
Property owners of apartments, houses, or living quarters in dormitories located in territories under temporary occupation, according to an officially approved list, will have the right to compensation. This also applies to official housing and properties located in the area affected by the Chernobyl Nuclear Power Plant disaster. All these changes are aimed at ensuring the protection of the rights of citizens who have lost or damaged their housing due to military actions.
“The bill aims to regulate the issue of obtaining compensation for damaged/destroyed real estate as a result of armed aggression by the Russian Federation, whose ownership is not registered in the State Register of Property Rights to Real Estate and cannot be confirmed by relevant information from it,” the statement reads.
According to the updated rules, the state will be able to more effectively support citizens affected by the aggression of the Russian Federation, even if their property rights are not confirmed by relevant state registers.
