The Ministry of Social Policy, Family and Unity, together with the United Nations Children’s Fund (UNICEF), has initiated a financial support program for families raising children with disabilities in subgroup A. The project aims to provide one-time financial assistance to the most vulnerable families living in regions affected by the war and located near combat zones.

Who Will Be Eligible for the Payment
A payment of 6,500 hryvnias is designated for children with disabilities in subgroup A residing in nine regions: Dnipropetrovsk, Donetsk, Zaporizhzhia, Mykolaiv, Odesa, Sumy, Kharkiv, Kherson, and Chernihiv. The funds will be directed specifically to those families that require special attention due to the difficult living conditions caused by the war.

Conditions for Using Financial Assistance
According to the program’s conditions, families can independently decide how to allocate the received funds. The program is designed with an emphasis on flexibility and consideration of each child’s individual needs. The main goal is to help families prepare for the upcoming winter period; however, no restrictions on expenditures have been established, allowing parents to direct the funds to their most urgent needs.

It is estimated that the financial support will cover approximately 9,000 children in the specified regions. The funds provided by international partners will be concentrated in a special humanitarian account of the Ministry of Social Policy at the National Bank of Ukraine, from which they will be transferred directly to families.
It is worth noting that as of the beginning of 2026, the rules for providing benefits to vulnerable categories of citizens for the payment of housing and communal services and the purchase of solid fuel have been updated.
