Ukraine Receives Final Conditions for EU Membership Across Three Clusters

The Ukrainian delegation in Brussels has received from the European Union a complete list of conditions for membership across three final negotiation clusters. This paves the way for the completion of all technical stages of Euro-integration and brings Ukraine closer to full membership in the EU.

Thus, Ukraine now has, for the first time, a complete package of conditions for joining the European Union. Previously, in December 2025, the country received benchmarks for three other clusters: Fundamentals of the EU Accession Process, Internal Market, and External Relations.

Next Steps Towards EU Membership

According to government sources, the received document will be submitted to the Verkhovna Rada for further work on meeting the specified conditions. The next steps will involve closing all negotiation clusters and signing the accession agreement with the EU, which will mark the final step in Ukraine’s integration into the European community.

“We are confidently moving along the defined Euro-integration path. The government will continue to fulfill the accession conditions, implement necessary reforms, and report to the EU,” stated Svyrydenko.

Experts believe that receiving the final conditions is not only a significant symbolic step but also has practical implications for Ukraine’s process of gaining full membership in the European Union.
