As of the end of May 2025, the number of citizens receiving unemployment benefits in Ukraine stands at 40,700. This information was provided by the State Employment Service, which regularly updates on the labor market situation in the country.

What is the Amount of Benefits Available to the Unemployed

The maximum amount of unemployment benefits currently ranges from 3,600 to 8,000 hryvnias. According to the service, as of the end of May, nearly 1,200 unemployed individuals were receiving the minimum payments, while almost 11,000 people were receiving the maximum amounts.

“Currently, the maximum amount of unemployment benefits is between 3,600 and 8,000 hryvnias. The minimum amount was received by nearly 1,200 unemployed individuals at the end of May, while the maximum was received by almost 11,000,” the report states.

Regional Distribution and Dynamics of Benefit Recipients

The highest number of unemployment benefit recipients is registered in Dnipropetrovsk region — nearly 4,000 individuals. This is followed by Kharkiv region with 2,600 and Poltava region with 2,500 unemployed. The fewest unemployed receiving benefits are in Kherson region (380 individuals) and Transcarpathian region (slightly over 800 job seekers).

In recent months, there has been a gradual decrease in the number of Ukrainians receiving unemployment benefits. At the end of April, there were over 41,000 such individuals, in March there were 42,000, and at the beginning of the year, there were 45,000. Thus, over the past six months, the number of benefit recipients has been steadily declining.

The Issue of Labor Shortage in Ukraine

The Ukrainian labor market is currently facing a labor shortage. According to Vasyl Voskoboynyk, head of the “Migration Policy Office,” Ukraine may become attractive to labor migrants from Central Asia, the South Caucasus, and Southeast Asia, as it is more difficult to find employment in these regions and earnings are lower.

As of the end of 2024, the average unemployment rate in Ukraine has decreased to 14.3%. In comparison, this figure was 17.4% in 2023 and 18.5% in 2022. This trend indicates a gradual recovery of the labor market after challenging periods.
