Ukrzaliznytsia Plans to Increase Ticket Prices for SV and First Class Intercity

The state company “Ukrzaliznytsia” is considering the possibility of raising ticket prices for SV and first-class carriages on Intercity trains. This step is intended to help increase the carrier’s revenues amid financial difficulties caused by significant losses from passenger transportation.

Financial Recovery Strategies for Ukrzaliznytsia

According to the deputy chairman of the company’s supervisory board, Serhiy Leshchenko, Ukrzaliznytsia currently requires direct state support of 16 billion UAH to compensate for losses incurred from passenger transportation. He clarified that the previous funding model relied on covering these losses through profits from freight transportation; however, the war has disrupted this mechanism. From 2021 to 2025, the company lost nearly half of its freight traffic, with the coal industry in Donetsk and enterprises in the mining and beneficiation sector particularly affected, as their operations were halted due to hostilities.

“We plan to raise dynamic pricing for SV and first class ‘Intercity’. This will partially improve the results, but not completely,” said Leshchenko.

Additional Revenue Sources and Tariff Indexation

The company has identified three main directions for stabilizing its financial situation. The first involves internal optimization, including the sale of scrap metal, which is estimated to bring in up to 10 billion UAH. The second step will be direct state funding of 16 billion UAH to compensate for losses from passenger transportation.

The third direction is the gradual indexation of freight tariffs. According to Leshchenko, if indexation is carried out in two stages, it could provide the company with an additional income of 22 billion UAH. He emphasized the need for a gradual implementation of changes to avoid sharp shocks to the industry.
