In the third quarter of 2025, the debt of Ukrainian citizens for housing and utility services decreased by 5.4% compared to the previous quarter, totaling 100.8 billion UAH.

Structure of Debts and Payment for Services
According to the State Statistics Service, from July to September 2025, Ukrainians paid 48.5 billion UAH for housing and utility services. This amount exceeds the accrued payments for this period, which were 45.6 billion UAH, by 6.4%. This indicates an increase in the level of payments made by the population for consumed services.
The largest share of the debt consists of arrears for the supply of thermal energy and hot water – 33.1 billion UAH. In second place are debts for the supply and distribution of natural gas – 27.9 billion UAH. The debt for consumed electricity amounts to 16.5 billion UAH, while for centralized water supply and sewage it is 10.4 billion UAH. Management of apartment buildings adds another 9.5 billion UAH in debt, and for waste management, it is 3.2 billion UAH.
Regional Distribution of Debt
The largest amounts of debt are recorded in Dnipropetrovsk region (8.5 billion UAH), as well as in Donetsk (4.3 billion UAH), Poltava (3.2 billion UAH), Kharkiv (1.9 billion UAH), Kyiv (1.5 billion UAH), Odesa (1.1 billion UAH), Lviv (1 billion UAH) regions, and in the city of Kyiv (2.8 billion UAH).
