A technical round of negotiations between Ukraine and the United States regarding the minerals agreement is scheduled for April 11-12 in Washington. The delegation will be led by Taras Kachka, Deputy Minister of Economy and Trade Representative of Ukraine, as announced by President Volodymyr Zelensky.

Taras Kachka will be assisted by Lyudmyla Suhak, Deputy Minister of Justice for European Integration, and Mykola Kolisnyk, Deputy Minister of Energy. Additionally, Ukraine has involved representatives from the law firm Hogan Lovells, which represents the interests of the state-owned PrivatBank in the High Court of London, in this stage of the negotiations.
According to Zelensky, this will be the first meeting of the technical teams, aimed at developing the main principles of the agreement. One of the conditions that the Ukrainian delegation will advocate for is parity in the management of the fund.
Olha Stefanishyna, Deputy Prime Minister for European Integration of Ukraine, noted that the subject of the negotiations cannot undermine Ukraine’s existing obligations, including financial ones, under the macro-financial assistance programs from the EU and the IMF.
At the same time, Zelensky pointed out that Russia is also negotiating with the U.S. regarding resource development, and the agreement may involve the partial lifting of sanctions on several Russian oligarchs. Ukraine aims to prevent this.
