The preparation for the heating season 2025/2026 in Ukraine is proceeding according to the approved schedule. As of August, the main sectors are ready by more than 70%.

State of readiness of housing stock and social institutions
Already, 71% of residential buildings – over 103 thousand out of 145 thousand – have been brought into compliance with the requirements of the new heating season. Important repairs have been carried out in thousands of buildings: over 7 thousand have received updated roofs, heating supply systems have been modernized in 16 thousand, water supply systems in 21 thousand, and electrical networks in 18 thousand.
Preparation has also been completed in social institutions: 19.5 thousand out of 25 thousand are already ready for winter. Among them are over 7 thousand kindergartens, 9 thousand educational institutions, and nearly 3 thousand hospitals.
State of engineering networks and resource reserves
The water supply infrastructure is also undergoing extensive modernization: over 1200 km of water pipelines and more than 200 km of sewage networks have been prepared. There are 2.5 thousand water supply pumping stations in operation, over 1.6 thousand sewage stations, and more than 7.5 thousand wells. In case of power outages, the pumping stations are equipped with generators and fuel.
Work is ongoing at the boiler houses as well. A total of 17.5 thousand boiler houses are being prepared for winter, with work already completed at 13 thousand: 238 boilers have been replaced, and over 200 have been repaired. Nearly 13 thousand kilometers of heating networks have been prepared.
Energy resource reserves are also at an appropriate level: 90 thousand tons of coal, 85 thousand tons of liquid fuel, 585 thousand cubic meters of firewood, and 32 thousand tons of pellets have already been stockpiled for the boiler houses. Power plants have accumulated 2.4 million tons of coal, and nearly 11 billion cubic meters of gas are stored in underground gas storage facilities.
“Preparation for the new season began in the spring, immediately after the end of the last winter. Today, the country is over 70% ready in the main sectors. These are planned indicators that correspond to the preparation schedule. Work is ongoing, and we will complete all necessary measures before the start of the season,” emphasized Kuleba.
There are already 189 cogeneration units operating in Ukraine, and donors have confirmed the supply of another 551 such units.
According to the Deputy Prime Minister, this is already the fourth heating season taking place under conditions of full-scale aggression by the Russian Federation. As a result of hostilities, nearly a thousand critical infrastructure and life-support facilities have been damaged or destroyed, but more than half of them have already been restored. The government is preparing for various scenarios to ensure the stable operation of systems during winter.
