Ukraine’s External Financing Needs for 2025 Estimated at $65 Billion

Ukraine is counting on external financial support of about $65 billion to meet the country’s key needs in 2025. This was announced by President Volodymyr Zelensky during a conversation with journalists, detailing the structure of the required funds.

Budget Deficit and Defense Sector Financing

According to the head of state, approximately $40 billion is needed annually to cover the state budget deficit. Additionally, around $25 billion is required for the development and support of domestic defense production, including the manufacture of missiles, drones, electronic warfare systems, and other military equipment.

“This is part of Ukraine’s defense capability and part of the security of all of Europe. Previously, Europeans were reluctant to provide money for our military salaries, only for weapons. But it turns out that our military can be the very weapon that protects everyone,” the president explained.

Dialogue with International Partners and Alternative Assessments

The president noted that he is already in negotiations with the leadership of the European Union, the United States, NATO, France, and the United Kingdom regarding further funding. According to him, a long-term support program for the Ukrainian army is being separately considered, which is an important component of security not only for Ukraine but for all of Europe.

At the same time, Alexander Parashiy, an analyst at the investment company Concorde Capital, expressed the opinion that the actual need for external financing for 2025-2026 could be even higher. According to his estimates, taking into account all military and budgetary obligations, the required volume of assistance for Ukraine could reach about $90 billion per year, which corresponds to the level of 2024.
