Throughout more than three years of full-scale war, the leaders in terms of financial and humanitarian support for Ukraine have been the USA, the United Kingdom, and Germany. As of the end of April 2025, these countries have provided the majority of the assistance given to Ukraine to counter external aggression and to restore its economy.

Leaders in Total Assistance
Since the beginning of 2022, the largest amounts of support have been provided by the following countries:
- USA — €114.63 billion;
- United Kingdom — €19.27 billion;
- Germany — €15.92 billion;
- Japan — €10.74 billion;
- Canada — €10.36 billion.
Significant assistance has also been provided by European Union countries and international organizations. In particular, EU institutions have allocated €61.18 billion for Ukraine.
Share of Assistance in GDP: Contribution of Small Countries
However, when analyzing the volume of assistance as a percentage of GDP, the undisputed leaders are the Baltic and Scandinavian states. They are the ones donating the largest share of their national budgets to support Ukraine, which demonstrates strong political and social solidarity.
- Estonia — 2.63% of GDP as direct assistance, with an additional 0.39% contributed through the EU;
- Denmark — 2.58% directly, plus 0.38% through European structures;
- Lithuania — 1.92% and 0.35% respectively;
- Latvia — 1.54% and 0.37%;
- Sweden — 1.29% and 0.35%.

In contrast, some countries, such as Iceland, Turkey, New Zealand, and Hungary, have remained largely on the sidelines of international support for Ukraine, not actively participating in providing assistance.
