Ukraine and Latvia have agreed to strengthen defense-industrial cooperation by signing a relevant memorandum. The agreement was made by the Minister of Defense of Ukraine, Denys Shmyhal, and the Minister of Defense of Latvia, Andris Spruds. The document outlines close cooperation in the field of innovation, conducting joint research, as well as exchanging experiences and best technological solutions in the area of weaponry application.

Focus on Drone Production and Cybersecurity
The parties paid special attention to issues of developing industrial cooperation, particularly in the joint production of unmanned aerial vehicles. The Ukrainian side is ready to share its findings on the effective use of drones. The possibilities of enhancing long-range capabilities and exchanging experiences in the field of cybersecurity were also discussed.
“We are working on developing industrial cooperation. In particular, there is an emphasis on joint drone production. We are ready to share our experience in their application. We discussed strengthening long-range capabilities. Additionally, we talked about exchanging experiences in the field of cybersecurity,” Shmyhal said.
Romania and the EU: New Opportunities in Defense Loans
The European Commissioner for Defense and Space, Andrius Kubilius, reported that Romania has already initiated substantive negotiations with Ukraine regarding the implementation of projects under the EU SAFE defense industry loan program. Bucharest views cooperation as an opportunity not only to assist Ukraine but also to modernize its own defense-industrial complex. Kubilius urged other European countries to follow Romania’s example, emphasizing that currently, 13 EU countries have expressed their readiness to use loans to support Ukraine’s defense capabilities.
“Our motto is to support Ukraine’s defense and learn from Ukraine,” he emphasized.
