Is Ukraine’s Accession to the EU Possible by 2027: Prospects and Realities

The question of Ukraine’s membership in the European Union remains one of the key elements of discussions regarding the country’s future security; however, specific timelines for accession have yet to be determined. According to European officials, there is currently no official date by which Ukraine could join the EU, and 2027 is not considered a realistic timeframe.

Peace Plan and the Prospect of Accelerated Accession

The idea of Ukraine’s accelerated accession to the EU is being discussed within the framework of a new peace plan being considered by Kyiv, Brussels, and Washington. According to information that has emerged in leading Western publications, the latest draft of the peace proposal includes a provision for the possibility of Ukraine gaining EU membership by January 1, 2027. This approach is supported by officials from the U.S. and Ukraine, as well as representatives of the European Union.

The EU’s Position on Setting Timelines

Despite such discussions, EU representatives emphasize that determining a specific date for Ukraine’s accession to the union remains unlikely. Officials stress that accelerating the membership process would require a complete overhaul of the existing procedures for admitting new member states, as well as reforming the system of phased access to EU funds, voting rights, and preferences, particularly regarding the Common Agricultural Policy.

“During yesterday’s phone call of the Coalition of Willing, some mentioned Ukraine’s EU membership as an important guarantee of future security, but this issue was not the main focus of the conversation, and no one mentioned 2027 as a date for this,” he said.

Some EU representatives also note that including a provision for Ukraine’s membership in the peace plan is politically appealing to various parties; however, it does not reflect the current reality. As of now, Ukraine has not yet begun to fulfill any of the 36 stages required for EU accession. Accordingly, even in the case of political will, accelerating the process would require significant changes in the EU’s approaches to enlargement.
