In the last month, the number of Ukrainians who have left the country has significantly increased, nearly matching the figures from the previous nine months. This data was released in the macroeconomic and monetary review of the National Bank of Ukraine, citing statistics from the UN and Eurostat.

Trends in Departure and Main Reasons
As of November 14, 2025, there are 5.9 million citizens of Ukraine abroad, which is 128,000 more than at the beginning of October. The National Bank notes that this increase is almost equal to the migration growth during January to September, when 166,000 Ukrainians left the country. Among the main reasons for the intensification of migration processes, experts highlight the increase in Russian attacks on civilian infrastructure, as well as the recent granting of permission for men aged 18 to 22 to leave the country.
Position of the State Border Guard Service and Current Trends
At the same time, the State Border Guard Service of Ukraine denies information about a mass exodus of citizens. Spokesman Andriy Demchenko emphasized in a television broadcast that recently the passenger flow has significantly decreased, and in certain months, there has even been a predominance of entries into Ukraine. In particular, in September, the number of those leaving was higher; however, in October, this figure leveled off, and in November, the number of returnees already prevailed.
“On weekdays, about 70,000 citizens cross the border, which is a total in both directions. On weekends, the passenger flow currently fluctuates at no more than 90,000 crossings, although just a month ago, for example, even on weekends, the passenger flow exceeded 90,000 border crossings,” the spokesman of the State Border Guard Service reported.
According to Demchenko, the overall trend in the fall shows a decline in passenger flow, and the current figures are the lowest in the last three months. Ukrainians make up 85% of the total passenger flow across the state border.
The State Border Guard Service also predicts a traditional increase in traffic at the border during the New Year and Christmas holidays, especially closer to the 20th of December.
