Paris Summit: International Coalition and Security Issues

French President Emmanuel Macron has initiated a meeting of the so-called “Coalition of the Willing,” which includes over 30 countries led by the United Kingdom and France. The summit is set to serve as a platform for discussing joint actions to end the war and provide security guarantees to Ukraine.

Hakan Fidan will represent Turkey at the meeting and will emphasize the need for “results-oriented” decisions to achieve peace. According to the Turkish Foreign Ministry, he will also focus on the specific achievements from the three previous rounds of direct negotiations between Ukrainian and Russian representatives in Istanbul, particularly regarding prisoner exchanges, and will again propose organizing a meeting of the leaders of both countries in Turkey.

Fidan is also expected to make a statement that Turkey views support for security in the Black Sea as a strategic priority and that it reminds all parties of its position on this matter.

Turkey’s Position on the War and Escalation in the Black Sea

Turkey, a NATO member, has maintained working relations with both the Kyiv and Moscow sides throughout the war. It has provided military assistance to Ukraine but has refused to join Western sanctions against the Russian Federation. Recently, Ankara has warned both sides about the escalating situation in the Black Sea, resulting in drones striking Russian and Turkish vessels, while Ukrainian ports have suffered damage.

Additionally, in recent weeks, Turkey has faced a number of incidents involving drones crossing its airspace, with one such device being shot down near the capital.

The main topic of discussion at the Paris summit will be the points of the U.S. draft plan to end the war, as well as security guarantees for Ukraine and the possible role of the Coalition in these processes.
