The State Tax Service Checks the Origin of Transfers from Ukrainians to Card Accounts

The State Tax Service (STS) has sent inquiries to three thousand Ukrainians to clarify the origin of funds received in their card accounts. It is noted that some transfers amount to less than one thousand hryvnias. Tax officials believe that these Ukrainians received approximately 162.7 million hryvnias for the sale of goods and provision of services without registering as individual entrepreneurs (IEs).

Purpose of the Checks and Their Consequences

According to the STS, territorial bodies have sent around 3,000 inquiries to taxpayers for clarification of the origin of funds. The main purpose of these inquiries is to conduct explanatory work.

“We officially state that tax officials did not summon individuals who made only 2 transfers of 100 hryvnias, as is being circulated online. For example, one of the invitations made public pertains to an individual who received 17 payments totaling over 40,000 hryvnias within 20 days”

Earlier, information appeared online that the tax service is sending demands to Ukrainians asking them to appear at territorial offices to provide explanations regarding systematic business operations using the payment service NovaPay, which is part of the Nova Poshta group of companies and provides financial services. This issue concerns, in particular, the sale of goods online and the receipt of funds to personal cards.

Transfer Volumes and Reactions to STS Actions

Among those who received inquiries, the largest amount transferred to a single individual was 413,000 hryvnias from 40 money transfers. The smallest number of transactions in this category was 5. In total, the following amounts were transferred:

  • less than 1,000 hryvnias – to 6 individuals;
  • from 1 to 10,000 hryvnias – to 702 individuals;
  • from 10 to 50,000 hryvnias – to 1,515 individuals;
  • from 50 to 100,000 hryvnias – to 640 individuals;
  • over 100,000 hryvnias – to 475 individuals.

The STS reminds that conducting business activities is only possible with state registration and taxation of received income. For individuals engaged in concealed entrepreneurial activities, administrative protocols will be drawn up for violations of the law. Currently, information from the cash register data accounting system for April is being processed, so this explanatory work will be ongoing.

Since March, all payments made through services with automatic fiscalization are accompanied by fiscal receipts, which specify to whom the funds will be transferred – including the surname, initials, and identifier. This information is automatically sent to the State Tax Service of Ukraine.

The head of the Verkhovna Rada Committee on Finance, Tax, and Customs Policy, Danilo Hetmantsev, criticized the actions of the STS, stating that entrepreneurial activities without registration and tax payment are “a vice that needs to be eradicated.” According to him, tax officials need to identify truly unregistered businesses and find ways to address this problem.

“Where does this ability to distort any normal idea into its opposite, discrediting the system, come from? Is it some kind of virus? Or are you so indifferent to what you are doing and how it is perceived?”
