The State Bureau of Investigations has reported suspicions against the former Minister of Infrastructure of Ukraine, who, according to the investigation, failed to fulfill military service obligations after mobilization. The SBI’s statement does not specify the name of the suspect; however, the Office of the Prosecutor General previously disclosed information about the suspicion against Volodymyr Volodymyrovych Omelyan, who served as Minister of Infrastructure from 2016 to 2019. Several media outlets indicate that it is indeed him.

Details of the suspicion and service record
According to law enforcement, after mobilization, Volodymyr Omelyan served as an officer in the planning group of the headquarters of one of the military units stationed in the Cherkasy region. The investigation claims that during several periods in 2022–2023, he allegedly did not fulfill his duties related to military service. According to the SBI, Omelyan was supposed to gather and analyze data on the combat situation, monitor the execution of orders, and prepare proposals for planning combat operations. However, investigators assert that he systematically misled the leadership regarding the fulfillment of his tasks.

Qualification of the case and Omelyan’s reaction
The case has been classified under the article of the Criminal Code regarding “the evasion of a serviceman from fulfilling military service obligations through deception, committed under martial law.” As of today, Volodymyr Omelyan has not commented on the accusations brought by the SBI.
It is also known that in 2024, Omelyan reported being injured as a result of a Russian strike on his unit’s position. Earlier, he claimed his complete acquittal by the Supreme Court in a case regarding damages to the state budget.
