Military personnel of the Armed Forces of Ukraine have the opportunity to receive annual financial assistance for health improvement, which is equal to the amount of their monthly monetary allowance. This right is granted in accordance with current legislation.

When Does the Right to Receive “Health Improvement” Assistance Arise

According to the explanation from the Ministry of Defense, military personnel acquire the right to financial assistance for health improvement after the first full month of service. In accordance with the Procedure for the Payment of Monetary Allowances to Military Personnel, such assistance is paid once a year to those who have acquired the right to annual basic (vacation) leave.

“Military personnel who have acquired (are acquiring) the right to receive annual basic (vacation) leave are paid financial assistance for health improvement once a year in the amount of their monthly monetary allowance.”

Features of Granting Annual Leave and Payment of Assistance

The right to annual basic leave and the corresponding financial assistance arises after the completion of the first full month of service. In the year of the commencement of military service, the duration of leave is calculated at the rate of 1/12 of the leave for each full month of service until the end of the calendar year.

It is important to consider that annual basic leave is granted provided that no more than 30% of military personnel of the relevant category in the unit are absent at the same time. There may also be other reasons for denying leave, such as an already established leave schedule.

Financial assistance for health improvement may be provided:

  • in the case of taking annual basic leave of full duration or the second part of such leave, including cases of using leave from previous years;
  • without taking leave (upon report during the current year) based on the order of the commander of the military unit; for commanders (chiefs) — based on the relevant order from a higher commander specifying the amount of assistance.

Thus, military personnel have a legally guaranteed opportunity to receive financial assistance for health improvement; however, the procedure for its provision depends on several important conditions established by regulatory acts.
