The Ministry of Finance of Ukraine is developing a draft law that provides for a significant increase in state budget expenditures for the defense sector. The proposed increase will amount to approximately 300 billion UAH, which is intended to ensure stable funding and timely payments for military personnel.

Details of the budget changes
As reported by the head of the Budget Committee of the Verkhovna Rada, Roksolana Pidlasa,
“There can be no delays in payments to the military, and there will be none, because the government is attracting funds from the placement of government bonds to cover temporary liquidity gaps.”
According to her, the need for additional funds arose due to the increased burden on the defense sector in 2025. The Ministry of Finance is already working on the corresponding draft law, which is planned to be registered in the Verkhovna Rada at the beginning of October.
Expectations regarding international assistance
One of the key conditions for implementing the changes is the final approval by the European Commission of the possibility of using six billion euros in ERA Loans for financing operational military expenses. Roksolana Pidlasa noted that the forecast on this issue is very optimistic. At the same time, she emphasized the necessity of the draft law being adopted by the Verkhovna Rada as a whole by November 1, in order to timely provide financial support to the Armed Forces of Ukraine in the coming year.
