The Ministry of Digital Transformation of Ukraine has presented an updated action plan for 2025-2026, among the key points of which is the legalization of crypto assets, the expansion of digital services, and integration with the European digital market.

Key Initiatives of the Ministry of Digital Transformation for the Next Year and a Half
According to official information, the Cabinet of Ministers of Ukraine has approved the work plan of the Ministry of Digital Transformation, which includes the launch of a number of technical innovations. The priorities include the development of the functionality of the “Diia” app, integration of the European digital wallet EUDI Wallet, and the implementation of satellite mobile communication. It is forecasted that by the end of 2026, half of the citizens and businesses in Ukraine will actively use these services.
The ministry also plans to launch a pilot 5G project in Lviv and Borodyanka, with further expansion to at least three more cities. This is expected to lay the foundation for the implementation of next-generation high-speed communication.
In addition, among the tasks are the automation and acceleration of the verification of candidates for public office, the introduction of digital certificates for officials, automation of certificate generation, the development of the “e-Notary” service, and the launch of an electronic system for monitoring the circulation of excise goods.
Among other initiatives: adding up to 50 new services in “Diia” by the end of 2026, the possibility of obtaining licenses in the gambling sector through the app, expanding the “Mriya” ecosystem, creating a comprehensive support system for veterans, as well as launching the “e-Court” and “e-Excise” services.
Details on the Legalization of Crypto Assets
Particular attention in the strategy is given to the legalization of crypto assets. As noted by the ministry, the Cabinet of Ministers will support the relevant draft law in the Verkhovna Rada – this refers to document No. 10225-d, which received support in the first reading in September 2025.
The document establishes a legal framework for regulating the crypto market: it defines the regulator, its powers, licensing mechanisms, and the taxation of capital gains from crypto asset transactions.
“We expect that in 2026-2027, Ukrainians will be able to officially buy and sell cryptocurrency in Ukrainian companies, declare their income, and pay taxes. We also plan to ensure support for venture financing of the digital economy through a separate draft law,” the ministry stated.
Previously, the Ministry of Digital Transformation developed its own version of the draft law on regulating the crypto asset market, but it was postponed in favor of the agreed document.
