The Government Plans an Annual Moratorium on Business Inspections and Audits of Criminal Cases

The Cabinet of Ministers of Ukraine is preparing to implement an annual moratorium on business inspections. This decision is being developed in collaboration with law enforcement agencies and under the coordination of the National Security and Defense Council. The relevant steps are expected to be adopted as early as next week.

Reform of Inspections and Support for Entrepreneurs

Prime Minister Yuliya Svyrydenko reported that an audit of all criminal cases initiated against businesses has now begun. According to her, President of Ukraine Volodymyr Zelensky has given a clear directive to promote the development of the domestic market and economy, particularly by enhancing freedom for entrepreneurs, continuing the process of de-shadowing, and creating equal and transparent conditions for legal businesses.

“The priority is to close unfounded proceedings that block entrepreneurial activity. New cases will only be sanctioned by the Attorney General or the heads of regional and district levels,” emphasized the Prime Minister.

Restrictions on Inspections and Legislative Changes

The government plans to limit the number of inspections by the tax service and customs, as well as to strengthen control over compliance with legality during investigative actions. According to Yuliya Svyrydenko’s statement, inspections will only be conducted in areas with heightened risks, and conscientious entrepreneurs will receive the necessary protection from unjustified interference.

Additionally, the Cabinet is ready to initiate changes to the current legislation aimed at more effectively protecting business interests, reforming the oversight system, and ensuring fair use of confiscated assets from the Russian Federation.
