The Cabinet of Ministers of Ukraine has instructed all regional military administrations to prepare detailed plans for ensuring energy independence in their regions. As Prime Minister Yulia Svyrydenko reported, these proposals must be developed and submitted as soon as possible, which is a priority task for local authorities.

Preparation for the New Heating Season and the Challenges of War
Yulia Svyrydenko emphasized that the development of such plans should occur in close connection with preparations for the upcoming heating season. According to her, this should become a systematic effort rather than a one-time initiative, as the current winter has proven to be one of the most challenging during the full-scale invasion of the Russian Federation.
“Each regional military administration has been tasked with developing a plan to ensure complete energy independence; this must be a systematic effort alongside preparations for the next heating season,” the head of the government stressed.
The Prime Minister noted that the government is systematically assisting regions in overcoming the consequences of large-scale Russian shelling, which causes significant damage to the country’s energy infrastructure. She added that to ensure the stability of the energy system, Ukraine needs significantly larger reserves of equipment and air defense systems. The Ministry of Defense of Ukraine is working on this issue, including within the framework of the ongoing Munich Security Conference.
The Impact of Shelling on the Economy and Energy
According to Yulia Svyrydenko, the consequences of the attacks are already being felt in the economy: in January of this year, customs and tax revenues decreased by 12 billion hryvnias. This is related to a decline in business activity and changes in the operations of enterprises due to energy supply restrictions.
Since the beginning of the full-scale aggression in February 2022, Russia has been striking Ukraine’s energy infrastructure. Since the fall of 2025, attacks on energy facilities have significantly intensified. The Security Service of Ukraine classifies these strikes as crimes against humanity. According to the SBU, since the start of the 2025–2026 heating season, at least 256 air attacks by the Russian Federation on energy facilities and heating supply systems have been recorded.
