In the event of repeated damage to property during the war, Ukrainians can receive compensation again, even if they have previously received it. To do this, they need to undergo a verification procedure for the use of previous funds, close the old account, and submit a new application along with an inspection of the property.

It is noted that after the full-scale invasion, many Ukrainians have already faced the destruction of their homes, submitted applications for compensation, and started repairs. However, the war continues, and often restored or partially repaired property suffers damage again. The state has provided a mechanism that allows Ukrainians to reapply for compensation for the damages incurred, following a specific procedure and considering some important nuances, especially if the previous compensation has not yet been officially closed.
Procedure for Submitting a Repeated Compensation Application
The procedure for submitting a repeated application is not significantly different from the initial request. If your property has been damaged again, you need to:
- submit a new compensation application through Diia or to the local government authority;
- open a new special eRecovery account at a partner bank, where the compensation amount will be credited;
- wait for a notification about the registration of the application and the start of its consideration;
- the commission at the local authority will conduct an inspection of the damaged property, enter the data into the Register of Damaged and Destroyed Property, and determine the amount needed for restoration;
- after consideration, you will receive a decision on compensation and its amount in the Diia application or at the CNAP.
Complications in the Process
Complications may arise if the individual has not yet undergone verification after the first compensation, meaning they have not confirmed that the received funds were used specifically for repairs. In this case, before submitting a new application, it is necessary to:
- close the previous eRecovery account if there are remaining funds; unused funds will be returned by the bank to the state account;
- submit a verification application, i.e., a check to confirm that the compensation was used correctly: purchased building materials, completed repair work according to the checklist.
Only after this will the previous application be closed in the register, and the repeated one can be considered. The commission, when reviewing the repeated application, not only assesses the new damages but also analyzes the previously completed work and any remaining building materials, if available.
Compensation is calculated taking into account:
- the current condition of the property;
- the extent of new damages;
- the repairs already completed;
- the results of the verification (whether the initial funds were used for their intended purpose);
- the remaining building materials that can be reused.
All this information is recorded in the inspection act and entered into the state register. This mechanism allows citizens who have already suffered from hostilities not to be left alone with the problem of repeated destruction.
