Kharkiv plans to create the first underground industrial park in Ukraine. The project is initiated by the “Bureau of Investment Programs” (BIP), which manages the industrial parks “Volodymyr” and “Novovolynsk.”

Features of the Underground Industrial Park
According to Dmitry Kysilevsky, Deputy Chairman of the Verkhovna Rada Committee on Economic Development, the start of land works is scheduled for the first quarter of 2026. The project aims to preserve the industrial potential of the Kharkiv region, which has been significantly affected by the armed aggression of the Russian Federation and the extensive destruction of industrial infrastructure.
“In order to preserve production potential, jobs, and ensure the safety of workers, the possibility of creating an industrial park in an underground format is being considered,” the company states.
According to BIP, currently only three out of fifteen enterprises specializing in machine engineering, metal processing, hydraulic systems production, and school furniture are operating in the industrial cluster of the Kharkiv region.
A Strategic Initiative for the Region
The underground industrial park is intended to be an autonomous space for enterprises that can operate even under heightened security risks. The project has already received support from international investors, although additional details are not currently disclosed.
BIP emphasizes that similar facilities exist in only five countries worldwide, and for Kharkiv, such an initiative could be a strategic response to modern challenges. The BIP group of companies has experience in attracting and supporting investments, as well as in the development of renewable energy and infrastructure.
