Ukraine Investigates Dumping of Steel Pipe Imports from Turkey

Ukraine has initiated an anti-dumping investigation regarding the import of uncoated welded steel pipes of Turkish origin. This step was taken by the Interdepartmental Commission on International Trade (ICIT) after reviewing a complaint submitted by several Ukrainian metal producers.

Reasons for the Investigation and Complainants

The complaint regarding the dumping of imports was filed by PJSC “Mariupol Ilyich Iron and Steel Works”, LLC “DMZ Kominmet”, PJSC “Trubny Zavod ‘Trubostal'”, LLC “Metinvest-SMC”, and JSC “Zaporizhstal”. According to the case materials, from 2021 to the first quarter of 2025, the volume of imports of welded steel pipes from Turkey increased by more than 400%. In relation to the consumption of similar products in the domestic market, this figure rose by 348%, while production volumes increased by 692%.

“At the same time, the average prices of these imports were lower than the production cost of similar goods by national manufacturers. This trend, according to the complainants, has led to a deterioration in the performance indicators of national producers, particularly in terms of production volumes, sales in the domestic market, and utilization of production capacities.”

Conditions of the Investigation and Further Actions

ICIT has established that the complaint provides sufficient evidence indicating the possibility of dumping imports of pipes from Turkey, and the level of the dumping margin is not minimal. The investigation covers uncoated (black) welded steel pipes classified under the codes of the Ukrainian Classification of Goods for Foreign Economic Activity (UKT ZED) 7306 30 49 90, 7306 30 77 90, 7306 30 80 90, 7306 30 12 00, 7306 61 92 00, 7306 61 99 00.

The investigation has been assigned to the Ministry of Economy. Interested parties may register within 30 days from the date of publication of the announcement, and submit their comments in writing within 60 days. The commission’s decision takes effect from the date of official publication.
