The average price per square meter in new constructions in Ukraine continues to rise in almost all cities across the country. According to analytics, the highest price increases are recorded in Odesa and Khmelnytskyi, where the price per square meter has risen by 19% and 14% respectively over the year.

Notable double-digit increases in the cost per square meter have also been observed in Lutsk, Zhytomyr, and Ternopil — +12% over the last 12 months, as well as in Ivano-Frankivsk and Chernihiv, where prices increased by 10%.
Meanwhile, Lviv remains the leader in average price per square meter. Here, the price per square meter of new construction has reached UAH 58,600, although the annual growth was only 6%. Kyiv is in second place with an average price of UAH 55,300.
Interestingly, for the first time since the beginning of the full-scale war, changes have occurred in the top three cities with the most expensive new constructions. As noted, Lviv is in first place with an average price of UAH 58,600 per square meter. In second place is the capital, where the average price per square meter of new constructions is UAH 55,300.
However, in third place at the end of 2025 are the new constructions in Odesa, with an average price of UAH 47,100, pushing Uzhhorod out of this “spot,” where the price of the “average square” remained unchanged at UAH 46,800 over the past 12 months,” analysts note.

Volume of New Apartments and Minimum Housing Prices
Over the last 12 months (Q1–Q3 2025 and Q4 2024), more than 41,000 new apartments have appeared in Ukraine. The highest number of new constructions was completed in Kyiv — 12,850 apartments, which is 20% higher than last year’s figure. Meanwhile, Odesa demonstrated a record increase in completed housing: 6,740 apartments were finished here — 127% more than the previous year.
Regarding the minimum price of apartments in new constructions, at the end of 2025, the cheapest housing is offered in Sumy — $23,200 (or about UAH 1 million). The highest minimum price in the primary market is recorded in Lviv — $61,700 (UAH 2.6 million), which is 2.5 times more than in Sumy.
