In March, the State Statistics Service will commence a nationwide survey of the income and living conditions of citizens. The main objective of the study is to determine the actual standard of living of the population and analyze the extent of poverty in various regions of the country.

Features and Methodology of the Study
The data collection will continue until June of this year and is based on a methodology approved by Eurostat. This approach allows for the acquisition of unique analytical data to assess the well-being of the population, the material conditions of families, and the level of poverty among different socio-demographic groups.
More than 18,000 households from 22 regions of Ukraine (excluding temporarily occupied territories and areas of active hostilities) are participating in the study. Each household is selected randomly and is irreplaceable— it cannot be substituted with another participant.
Survey Procedure and Confidentiality Guarantees
The surveys will be conducted by official employees of the statistics authority, who must always carry an official identification and a document verifying their identity. Ukrainians invited to participate can choose a convenient format: a personal interview during the specialist’s visit, a phone call, or self-completion of the questionnaire online on the State Statistics Service portal.
Participation in the study is entirely voluntary and fully confidential. All collected data will be anonymized, will not contain personal identifiers, and will not be used for verification or taxation purposes. Participants are not asked to provide bank details, passwords, or account balances.
“No administrative data or registries provide a complete picture—they record formal indicators but do not answer the questions of how Ukrainian families live, what challenges they face, and how they assess their quality of life,” emphasized the head of the State Statistics Service, Arsen Makarchuk.
According to the head of the State Statistics Service, direct communication with citizens allows for the most accurate information to be obtained regarding current issues and the living conditions of Ukrainians.
