State Regional Development Fund Resumes Funding for Recovery Projects

The State Regional Development Fund (SRDF) has resumed its activities after a three-year hiatus caused by the full-scale war. Starting from September 1, communities in Ukraine will have the opportunity to submit applications for funding recovery projects to be implemented with SRDF resources.

Funding Conditions and Priorities

In 2025, the state budget has already allocated 1 billion hryvnias to support such projects. The main focus of the funding will be on frontline communities, but support may also be extended to other regions. According to the program’s conditions, applications can be submitted by communities that are not located in areas of active combat. The application period will run from September 1 to September 10 through the digital platform DREAM. The maximum cost of a single project should not exceed 50 million hryvnias, and all projects must be completed by the end of 2025.

Future Plans: Budget Strategy until 2028

According to the Budget Declaration for 2026–2028, a total of 90 billion hryvnias is allocated for the activities of the SRDF – 30 billion for each year. Thus, this year’s wave of projects is viewed as a pilot ahead of the large-scale launch of the updated public investment system in the coming years.
