Over the two years of implementing the experimental project for the comprehensive recovery of settlements affected by the aggression of the Russian Federation, only 58 facilities have been completed, which constitutes 8% of the planned scope of work. The program aimed not only at restoring individual buildings or infrastructure but also at the comprehensive transformation of entire settlements or parts of them.

Which Communities Are Participating in the Project
The experimental recovery involves Borodyanka and Moshchun in the Kyiv region, Trostianets in Sumy, Posad-Pokrovske in Kherson, Tsyrkuny in Kharkiv, and Yahidne in Chernihiv region. The state allocated 10.82 billion hryvnias for the implementation of the project, which is 93% of the expected cost. However, by May 2025, only 2.23 billion hryvnias had been used, which is about 20% of the allocated funds.
Features and Pace of Work Execution
The majority of work, specifically for 64% of the facilities, began or entered the phase of active implementation only at the end of last year. Accordingly, the pace of execution remains quite low, although 2025 was supposed to be the final year for the experiment.
As part of the project in Borodyanka, solar panels are being installed on the roofs of multi-story buildings to enhance energy efficiency. Work has already been completed on eight facilities.
