Prices for Ready Apartments in Ukraine Exceed the Primary Market by 10-15%

In Ukraine, there is a trend where the cost of ready apartments on the secondary market exceeds prices for housing in new buildings by an average of 10-15%. The difference is particularly significant in Uzhhorod, where it reaches 46%. Meanwhile, in Kyiv and Lviv, the gap between prices for old and new apartments is about 5%.

Price Dynamics in Regions and Leaders of the Primary Market

Analysts note that overall, the cost of apartments on the secondary market is rising faster than prices in new buildings. Kyiv and the surrounding region remain leaders in the volume of new housing sales, with sales open in 400 residential complexes. In Lviv, the corresponding figure is 260 residential complexes, followed by Odesa, Ivano-Frankivsk, and Khmelnytskyi.

Among cities with the most expensive housing on the primary market, Lviv has led for two consecutive years, with a price of $1,370 per square meter as of June 2025. This price is 10% higher than the average cost in Kyiv, where a square meter costs $1,290. Odesa ranks third, while Uzhhorod and Dnipro share the fourth and fifth positions with a price of $1,070 per square meter.

Prices on the Secondary Market and Kyiv’s Position in Europe

In the secondary market, during June-July, prices for one-bedroom apartments in Kyiv and Lviv have equalized. The most expensive housing is currently offered in Kyiv, Lviv, and Uzhhorod, where the price of an apartment can reach $65,000. At the same time, the cost of housing in Kyiv is significantly lower compared to real estate prices in the most expensive capitals of Europe.

“Despite this, the cost of housing in Kyiv is tens of times lower than prices for real estate in the most expensive capitals of Europe. Over the past year, Kyiv has lost more than 30 points in the ranking, moving from 100th position to 137th.”

In August 2025, the average price per square meter in central Kyiv is €1,936, while a year ago it was €2,430. The most expensive real estate remains in Switzerland: five cities in the country made it into the top 10 with prices ranging from €18,000 to €20,000 per square meter. The cheapest cities for purchasing housing are the Romanian city of Oradea (€1,600) and the Ukrainian city of Odesa (€1,400 per square meter in the city center), which ranks 147th in the corresponding rating.
