The integral business climate index shows positive dynamics across all four regions of Ukraine. According to the latest survey by the European Business Association, the highest ratings for this indicator have been recorded in the western part of the country, where most entrepreneurs consider the conditions for doing business satisfactory. In other regions, the sentiments are less optimistic, but gradual improvement is also observed.

Western Ukraine Shows the Best Results
In Lviv, 65% of entrepreneurs consider the business conditions satisfactory, and 74% of companies are operating at full capacity. The integral assessment of the business climate in the region reached 2.64 points, the highest score among all regions of Ukraine (last year it was 2.62 points). Among the main advantages of the western region, businesses note a relatively safe environment, the possibility of relocating enterprises, and effective cooperation with local authorities. At the same time, the main problems remain a shortage of personnel, difficulties in employee booking, and rapid changes in legislation.
East and South: Challenges and Progress
In Kharkiv, the situation remains the most challenging among all regions. Here, 79% of companies consider the business conditions difficult, while only 21% operate without restrictions. Despite this, the business climate index rose from 1.45 to 1.92 points, although it remains the lowest in the country. Local entrepreneurs cite a lack of qualified personnel, declining purchasing power, and limited access to financing as the main challenges.
In Odesa and Dnipro, the situation is gradually improving. The share of companies operating at full capacity has increased – in Dnipro to 56%, in Odesa to 44%. The business climate indices have also risen: in Dnipro to 2.44 points (previously 2.2), in Odesa to 2.39 points (previously 2.15). Entrepreneurs in the southern region highlight the effective operation of ports and business flexibility, but point out the shortage of personnel, logistics difficulties, and a high level of corruption.

All regions of Ukraine share common needs: insurance against military risks, infrastructure restoration, reducing the burden on the wage fund, and transparent mechanisms for employee booking. Despite the difficult circumstances, Ukrainian businesses show adaptability and a commitment to sustainable development.
