The Philippine authorities have implemented the Integrity Chain blockchain platform to enhance transparency in the spending of the Department of Public Works and Highways (DPWH). The solution was developed by BayaniChain, which created the system with a focus on protection against fraud and manipulation in government contracts.

Mass Protests Prompt the Adoption of Technology
The launch of Integrity Chain occurred shortly after large-scale protests on September 21, 2025. At that time, around 130,000 citizens demanded an investigation into possible abuses during the implementation of infrastructure projects, particularly in flood control. International experts estimated that over the past 15 years, more than $33 billion had been allocated to these projects, a significant portion of which may have been wasted due to inflated contracts and poor execution of work.
Features of Integrity Chain and Expansion Prospects
The Integrity Chain platform integrates directly with DPWH systems and records every government contract, as well as budget details, on the blockchain. For maximum data security, a Prismo level is used for encryption, along with the Polygon network, which ensures consensus and transparency through independent validators. This allows for the creation of an immutable digital ledger that is verified by external participants.
According to BayaniChain co-founder Paul Soliman, the initiative aims to make “accountability in public administration a constant and inevitable reality.” He emphasized that the system is designed to strengthen public trust not through promises, but by allowing every citizen to independently verify the results.
The key goal of the project is to restore trust in government institutions by involving the public in monitoring budget expenditures. The platform is already operational for monitoring DPWH projects, but there are plans to integrate it into other government departments in the future. Developers estimate that this will help protect the entire annual budget of the country, which exceeds $98 billion, from abuses.
Another co-founder of BayaniChain, Gelo Wong, stressed that the use of cryptography and an open validation mechanism guarantees that information cannot be forged or concealed. Any attempts at manipulation become instantly visible to all participants in the system, significantly reducing the risks of corruption and ensuring transparency in public administration.
