The National Commission for State Regulation in the Spheres of Energy and Public Utilities (NERC) has officially approved a decision to unify bills for the consumption and distribution of natural gas for residential consumers. The relevant resolution No. 541, dated April 14, 2026, provides for amendments to the Gas Distribution Systems Code.

Purpose of the Changes: Simplification and Transparency for Consumers
Previously, Ukrainians received separate bills: one for the gas consumed and another for the distribution services. The new regulation stipulates that henceforth all information regarding charges and payments will be consolidated into a single payment document. This will enhance the level of awareness, engagement, and make it easier for consumers to understand the payment information.

New Requirements for Payment Documents and Implementation Timeline
According to the updated rules, NERC has defined a clear list of mandatory information that must be included in the bills for residential consumers in accordance with European Directive (EU) 1788/2024. The document establishes minimum requirements for billing and detailing payment information in the gas supply sector.
Consumers will be able to choose a convenient form of payment document—either a paper or electronic version. The implementation of the new procedure will begin on October 1, 2026. Gas distribution network operators have been instructed to bring all bills for households into compliance with the new requirements of the resolution by this date.
