Kyiv Plans to Receive $39 Billion in International Support in 2023

The successful results of the review of the International Monetary Fund (IMF) program open up the possibility for Ukraine to attract an additional $1.9 billion by the end of 2023. This was reported by the Ministry of Finance of Ukraine following a meeting between Prime Minister Denys Shmyhal and Finance Minister Serhiy Marchenko with IMF Managing Director Kristalina Georgieva.

Since the beginning of the full-scale invasion by Russia, Ukraine has received over $12.8 billion in budget support exclusively from the IMF. In 2023, the fund approved a four-year Extended Fund Facility (EFF) program for Ukraine totaling $15.5 billion, of which $10.1 billion has already been attracted. The program provides for up to $2.3 billion by 2025. The first $400 million has already been received in the state budget in March.

Support from Partners

Prime Minister Shmyhal noted that Ukraine plans to receive over $39 billion in budget support from international partners this year.

Financial Assistance from the EU

Regarding support from the European Union, since the beginning of the full-scale invasion, the EU has provided Ukraine with €50.5 billion. Just since the beginning of 2025, the country has received €8.5 billion. This year, the EU plans to provide Ukraine with €30.6 billion in budget support, of which €18.1 billion comes from the G7 ERA initiative (of which €5 billion has already been attracted), and €12.5 billion is financial assistance under the Ukraine Facility program (of which €3.5 billion has already been received). Overall, under this program, Ukraine has already received €19.6 billion.
