Kyiv and Berlin Develop Joint Projects for Housing Restoration in Ukraine

Ukraine and Germany are intensifying cooperation in the field of housing reconstruction and spatial planning. Representatives of both countries discussed the expansion of German programs and initiatives aimed at restoring Ukraine, which is particularly relevant given the extensive destruction of housing stock. According to official data, over 300,000 homes have been destroyed or damaged in Ukraine, and the number of internally displaced persons exceeds 4.6 million. The estimated need for reconstruction funding is around 80 billion dollars.

Attracting Investments and New Approaches to Reconstruction

The restoration of housing infrastructure is ongoing through the implementation of various tools, and by 2026, these efforts are planned to be scaled up with the support of the Federal Government of Germany. The main directions include accelerating the attraction of funds and optimizing urban planning procedures. The Ministry of Community Development has initiated a pilot spatial planning project for destroyed and new settlements, which has attracted the attention of German partners.

Support for Reforms and Implementation of Social Housing

In addition, the German government has expressed its readiness to assist Ukraine in developing reforms in urban planning and housing policy, with a focus on creating a system of social housing. The implementation of a rental model is anticipated, whereby housing remains owned by the community and is rented out at a fixed rate lower than the market rate. Currently, the parties are preparing to sign a memorandum of cooperation in the field of housing and urban planning.
