How to Receive Compensation Under the eRecovery Program After Russian Shelling

The massive missile and drone attacks by the Russian Federation, which struck Kyiv, Odesa, and the Dnipropetrovsk region again on the night of April 16, highlighted the need for state assistance to owners of damaged housing. Under the state program “eRecovery,” Ukrainians whose property has been affected by hostilities are entitled to receive financial support for repairs or the purchase of new housing.

Step-by-Step Guide to Receiving Assistance Under eRecovery

If your housing has been damaged and requires repairs, you should take five main steps:

  1. Check the registration of the property in the State Register of Property Rights (SRPR).
  2. Submit an informational notification about the damage through the “Diia” app or portal, or contact the nearest Administrative Services Center (ASC).
  3. Open a special “eRecovery” bank account at a partner bank.
  4. Register a compensation application through “Diia,” the ASC, or a notary.
  5. If necessary, prepare additional documents. The application will be reviewed within 30 days.

Actions in Case of Repeated Damage and Total Destruction of Housing

If the housing that has already been partially restored is hit by a repeated attack, you should:

  • In the “Repair Report” section of “Diia,” indicate that the property has been damaged again.
  • Submit a new informational notification and an updated compensation application.

In the case of total destruction of the property, the state offers a housing certificate for purchasing new housing. To obtain it, you must first verify the accuracy of the ownership data in the SRPR, then submit an informational notification about the destruction through “Diia” and an application for compensation through a method convenient for you.

Features of Commission Work and Compensation Calculation

In Ukraine, there are about 1,000 commissions that assess damage. After submitting an application, the information is entered into the Register of Damaged and Destroyed Property (RDDP), after which commission representatives conduct an inspection of the property in the presence of the owner or their representative. They document the damage with photographs, compile a detailed checklist of repair works, based on which the compensation amount is automatically determined.

“After the inspection report is compiled, the commission makes a final decision: to approve the payment of funds under the eRecovery program or to deny it. For complete transparency of the process, each applicant can obtain an official extract regarding their case through ‘Diia’ and personally review the compiled checklist”.

Since the beginning of 2026, the government has updated the calculation of repair costs under the eRecovery program, making them as close to market prices as possible.
