As of July 1, 2025, a unified social assistance system has been implemented in Ukraine, allowing low-income families to receive all eligible benefits by submitting a single application. This reform aims to simplify access to social support, minimizing bureaucracy and reducing the number of required documents for benefit processing.

Who Can Receive Unified Social Assistance
Families with low income are eligible for this new format of social support, including:
- low-income families;
- single mothers;
- large families;
- children whose parents do not pay alimony or whose whereabouts are unknown.
At the same time, there are restrictions on receiving assistance. A family will not be entitled to benefits if:
- there are able-bodied individuals in the household who have not worked, studied, or served in the past three months;
- the family owns two apartments or a second car less than 15 years old;
- they have more than 100,000 hryvnias in bank accounts;
- financial transactions exceeding 100,000 hryvnias have been conducted in the last period;
- the family resides in temporarily occupied territories or in a combat zone.
Amount and Procedure for Allocating Benefits
The amount of assistance is determined individually and calculated as the difference between the basic amount for each family member and the actual average per capita income of the family. The basic amounts are as follows:
- 4,500 UAH – for the first family member or authorized representative;
- 3,150 UAH (70%) – for each adult family member;
- 4,500 UAH – for children under 18 years old and individuals with disabilities of the I–II group.
For pensioners without the required insurance record, the basic amount depends on the number of years of service:
- up to 10 years – 2,385 UAH (53%);
- 10-20 years – 2,790 UAH (62%);
- 20-30 years – 3,150 UAH (70%);
- more than 30 years – 3,960 UAH (88%).

To receive unified assistance, it is necessary to renounce all other types of social benefits, which should be indicated in the application. Applications can be submitted:
- online through the “Diia” app;
- in paper form at any branch of the Pension Fund of Ukraine, regardless of the place of residence registration.
One authorized representative of the family should apply, submitting documents and signing the application along with all adult family members. It is necessary to provide:
- a statement of intent to receive unified social assistance;
- a request for assistance with the signatures of all adult family members.
Benefits are allocated for 6 months with the possibility of automatic extension for another similar period. Funds can be transferred to one authorized representative or distributed equally among all adult family members, at their discretion.
Reasons for terminating benefits include a family request, the death of the authorized representative, the appointment of other types of state assistance, the provision of false information, or discrepancies revealed after verification by the Ministry of Finance.
