Violating military registration rules in Ukraine is considered an administrative offense, for which the Territorial Center for Recruitment (TCR) has the right to impose a fine. Recent changes in legislation allow for the payment of such fines remotely, eliminating the need to personally visit the TCR.

Possibility of Remote Fine Payment

According to the new law No. 12093, military liable citizens who have violated military registration rules can pay the fine online. This has become possible due to the implementation of digital services and the updating of procedures for handling administrative cases related to military registration.

How to Arrange Remote Fine Payment

To pay the fine remotely, it is necessary to submit an application to the TCR in person or use the electronic platform “Reserve+”. In the case of applying through “Reserve+” or submitting an application directly to the center, the case is reviewed without the preparation of a protocol and without the participation of the offender at the meeting.

After reviewing the application, the TCR makes a decision on the imposition of a fine, which currently amounts to 17,000 hryvnias. However, due to recent changes in legislation, citizens can take advantage of a 50% discount when paying the fine if done within a specified timeframe.

Thus, online payment of fines for violating military registration allows for time savings and avoids the need for physical presence at the TCR, which is especially relevant in the context of the digitalization of government services in 2026.
