Changes to Resolution No. 76, which regulates the procedure for booking employees of enterprises, institutions, and organizations, have come into effect in Ukraine. Now, legal entities submitting documents to determine or confirm the status of “important for the national economy” must necessarily indicate the number of military conscripted employees in the corresponding package of documents.

New Requirements for Employers and Digital Tools
For the convenience of employers, particularly carriers, a separate item has been added in the sections “Application for Determination” and “Application for Confirmation” of the Unified Information System of Ukrtransbezpeka (“Criticality”), where the number of military conscripted employees can be specified. Additionally, a similar form has been added to the official website of Ukrtransbezpeka, simplifying the documentation process for confirming the enterprise’s status.
The State Service of Ukraine for Transport Safety reminds: only those enterprises that submitted an application for determination through the UIS and received a positive decision can submit an application for confirmation of status.
Procedure and Criteria for Document Review
The State Transport Safety Service recommends that enterprise managers monitor the deadlines for document submission and send packages for review to the Commission in advance. All documents received by Monday inclusive are reviewed at the Commission’s meeting every Thursday.
An important condition for booking in 2026 is maintaining the average salary at a level of no less than 21,617 hryvnias according to reports for January. This is also confirmed by the territorial centers for recruitment and social support.
To obtain the status of a critically important enterprise in 2026, it is necessary to meet at least three criteria, two of which are mandatory: the absence of tax and single social contribution arrears, as well as compliance with the required level of average employee salary.
