The Cabinet of Ministers of Ukraine has approved the rollout of the experimental project eFood — a unified state electronic system aimed at enhancing food safety and protecting consumer rights.

Objectives and Functionality of the eFood System
eFood will become a key digital tool that ensures transparency, efficiency, and speed in state control over food products. According to the head of the State Service for Food Safety and Consumer Protection, Serhiy Tkachenko, the implementation of this system is part of a large-scale reform of the service and will create a modern digital ecosystem that meets European standards.
“We are essentially building a new architecture for state control. eFood is about speed, transparency, and trust. It represents a government that operates as a service. This new project is part of a systemic reform of the State Service for Food Safety and Consumer Protection aimed at creating a modern digital ecosystem that complies with European standards,” emphasized Serhiy Tkachenko, head of the State Service for Food Safety and Consumer Protection.
Within the system, a single portal of services will be created, along with a user electronic cabinet, an interactive map of regional attractiveness, a market operators map, a mobile application for inspectors, as well as integrated registries and modules. In total, it is planned to consolidate up to 17 registries, enabling the provision of over 500,000 state services annually.
Advantages and Prospects of Digital Reform
It is expected that eFood will significantly reduce the time required to obtain administrative services. In particular, the registration of enterprise facilities could occur within a few hours, while the issuance of permits could take 7–15 days instead of the current 30.
In the first phase, the system will cover nine main services, including the registration of production facilities, obtaining permits, and submitting declarations regarding feed. A State Register of Market Operators will also be launched separately, which will serve as the foundation for the entire system’s operation.
The State Service for Food Safety and Consumer Protection emphasizes that the launch of eFood fulfills Ukraine’s commitments under the Association Agreement with the European Union and is an important step towards implementing the European model of control in food safety.
The system is being implemented initially in an experimental format, which will allow for testing its operation before full-scale implementation.
Additionally, Ukraine continues to expand the opportunities for exporting its own planting material to EU countries, including common cherries, sour cherries, and their hybrids.
