Housing Prices in Odesa in 2025: Analysis of the Primary and Secondary Real Estate Market

In 2025, the housing market in Odesa shows a steady increase in prices, driven by a shortage of apartments, rising construction material costs, and constant demand. Experts note that market activity is also supported by government programs, particularly “eOselya” and “eVidnovlennya.”

Primary Market: Record Price Increases

The new construction market in Odesa in 2025 has recorded the most significant price increases. The main reasons for this include a labor shortage, rising construction material costs, and the mass purchase of apartments in 2023-2024 under government programs. Currently, the price per square meter in the Primorsky district ranges from 1,200 to 1,600 dollars. In the Kyiv and Peresyp districts, prices range from 950 to 1,500 dollars per square meter.

“If in 2022, an apartment from a developer in the Primorsky district could be purchased for 950 dollars per square meter, now the price is from 1,200 to 1,300. In some buildings, it is even higher,” clarifies the expert.

The highest demand is observed for residential complexes near the sea, particularly in Arcadia and on the Big Fountain. Here, apartments are purchased both for personal residence and for investment purposes. New developer projects include bomb shelters or underground parking, which meet modern safety requirements.

Secondary Market: Prices and Demand Features

The cost of housing on the secondary market is lower compared to new constructions; however, prices here are more sensitive to the security situation. During escalations in shelling, prices may drop by 5-10 thousand dollars. In the city center, prices vary from 650 to 2,000 dollars per square meter, depending on the condition of the building, the quality of the renovation, and the floor.

For one-bedroom apartments in Khrushchyovkas in the Primorsky district, prices start from 45 thousand dollars (about 950 dollars per square meter), in the Khadyzhebeiskyi district from 40 thousand dollars. In the Kyiv and Peresyp districts (in 9-16 story buildings), prices start from 36 thousand dollars, while in Cheremushky, a one-bedroom apartment in livable condition costs around 40 thousand dollars.

A separate niche is occupied by the so-called “Stalinki” in the center of Odesa, which are in demand due to their thick walls and relative safety during the war. The cost of such apartments depends on the area and renovation and ranges from 33 to 57 thousand dollars. Young families often choose housing in Cheremushky or in Soviet-era panel buildings, taking advantage of the “eVidnovlennya” program.

According to experts, in Cheremushky, a one-bedroom apartment in good condition can be purchased for about 40 thousand dollars. The price depends on the floor and renovation — for example, a small “odnushka” on the first floor may cost even 33 thousand dollars.
